ACUERDOS INSTITUCIONALES, COPARTICIPACIÓN POPULAR Y GOBERNANZA EN POLÍTICAS PÚBLICAS EDUCATIVAS
UNA REVISIÓN INTEGRADORA DE LA LITERATURA

Como investigadora y docente, me inserto en contextos educativos para descubrir matices que puedan ser discutidos, como la planificación, el control y la mejora de las políticas públicas educativas. En los últimos años del siglo XX, en lo que se refiere al escenario social y político, se han producido diversas transformaciones, como las crisis sanitarias y las cuestiones económicas a escala mundial y las nuevas estrategias orientadas al capital internacional, característica inherente al proceso de globalización, proceso que ha culminado en una crisis fiscal, desempleo y hambre en los países subdesarrollados y emergentes, por lo que la necesidad de atención a las demandas de gestión pública por parte del Estado es esencial, dado el agravamiento de estas cuestiones. En este sentido, es fundamental señalar que, en el escenario de la gobernabilidad brasileña, muchas políticas sociales y políticas que antes eran invisibles han tomado protagonismo con el proceso de democratización (Borón, 1995). Este artículo analiza las políticas públicas en el campo de la educación, la gobernabilidad y sus arreglos institucionales a través de una revisión bibliográfica integradora.
